Why a 2019 Senior-Level Meeting (SLM)?

The scale of the ambition captured in the Sustainable Development Goals (SDGs) has moved from a whole-of-government effort to whole-of-society, and from billions to trillions.

In this context, the proposition of the GPEDC is two-fold. First, that multi-stakeholder approaches will be increasingly critical moving forward.

Second, that we have what we want to achieve in the Sustainable Development Goals (SDGs), and a framework for what this needs in the Financing for Development (FfD) process. Complementing these by addressing how we partner and work together (the effectiveness principles) will be critical for the enabling architecture of the 2030 Agenda.

The internationally-agreed effectiveness principles provide a framework for all stakeholders to maximise the potential of each dollar spent:

• Ownership by partner countries
• A focus on results
• Inclusive partnerships
• Transparency & mutual accountability

Their power and relevance are evident in the record 86 countries that participated in the 2018 Global Partnership monitoring exercise.

Why at the 2019 HLPF?

The High-Level Political Forum on Sustainable Development (HLPF) has fast become the pre-eminent venue for the international review of efforts to achieve the SDGs. 2019 will be more important still, as the General Assembly convenes the Forum for the quadrennial SDG Summit in September, bringing the review of progress – and gaps – so far, to the very highest levels of government.

Moreover, the theme of the 2019 HLPF – empowering people and ensuring inclusiveness and equality – is directly aligned with the effectiveness principles, aspiring to more empowered, inclusive and equal partnerships, for more sustainable development outcomes.

The Senior-Level Meeting will highlight the importance and contribution of effectiveness by showcasing tools – from and for the country level – for making development co-operation more effective. It will present new approaches to effectiveness in different contexts, and chart new ground, in view of global trends, for advancing effectiveness. It will also provide deeper insights into several goals under review in the 2019 HLPF, including SDG 17 (Partnerships for the Goals), SDG 8 (Decent work) and SDG 16 (Peace, justice, and strong institutions), as well as new data on SDG 5 (Gender equality).

What is the SLM trying to achieve?

At the Second High-Level Meeting in Nairobi in 2016, stakeholders agreed to extend the cycle of standalone Global Partnership High-Level Meetings and to organise Senior-Level Meetings at the level just below Ministers. The 2019 Senior-Level Meeting, bridging Nairobi and the next High-Level Meeting, is the first of its kind, and will seek to galvanize governments, civil society and other actors into the ‘gear change’ needed to accelerate SDG implementation at the country level and globally.

The meeting will present the achievements of the Global Partnership since Nairobi, and show how outputs from the current programme of work are contributing to an objective-led meeting, aiming to:

    Affirm effectiveness as an essential driver for sustainable development:
    New country-level evidence will help galvanise development actors for the changes needed to accelerate efforts towards the 2030 Agenda.

• • 

    Expand the reach of effectiveness with context-sensitive approaches, and through convening development actors on a more equal footing:
    A global and multi-stakeholder constellation of key decisionmakers from governments, multilateral organisations, civil society, the private sector, trade unions, parliaments, foundations, and academia.

  Explore effectiveness challenges and priorities for the future:
  With discussion of cross-cutting and emerging issues in development effectiveness, to help identify priorities, especially to reach those furthest behind.

At the same time, the Senior-Level Meeting will be an opportunity to reflect on the Global Partnership’s working methods, and renew its leadership.

Who should attend?

The Senior-Level Meeting aims to bring together key decision-makers and senior representatives, i.e. Vice-Ministers, Directors-General, Permanent Secretaries, civil society representatives, and heads of organisations and CEOs.
