We the Participants of the Forum on the Participation of NGOs in the 39th Ordinary Session of the African Commission on Human and Peoples’ Rights, recommend:
- That the African Commission develops clear and transparent guidelines on how the Special Rapporteur on Freedom of Expression in Africa operates. The guidelines should contain the method of work, clear reporting obligations, including feedback on action taken and recommendations made.
- That the African Commission sets up an early warning mechanism to identify and address critical situations where abuses are likely to be committed, monitor freedom of expression during armed conflicts and during and after elections.
- That the African Commission urges African Governments to amend their national laws in order that they conform to the ACHPR Declaration on Principles of Freedom of Expression.
- That the African Commission condemns all killings, harassments, attacks, closure of media outlets.
